Look like it's a deal gone bad. It was extensively renovated to become a new kopitiam, but now it's being fenced up and all activities ceased. It used to be the old Police Centre at the Queenstown MRT station.

This odd sign give the impression that chicken fares are served...

...but no, it's the name of a kopitiam.
